Job Description:
DutiesYou will collaborate with the Division Heads, Chief
Engineer, and Department Operations Manager to provide leadership
to the department.You will be responsible for the overall
operations, products, and financial execution of the assigned tasks
for the department.You will serve as a bridge between the
department and divisions to ensures alignment with the Command and
Department strategic direction.You will support Command strategic
initiatives and think corporately.You will communicate with
superiors, peers, subordinates, across the Command, and with
outside organizations, sponsors, and business partners.You will
formulate strategies, develop objectives, set priorities, and lead
change consistent with the Command strategic direction and
departmental goals.You will manage department core technical
capabilities in terms of people, processes, tools, and
infrastructure and plans for needed or mandated changes in size and
composition of staff.You will use Human Capital Management policies
and practice to promote good labor-management.You will effectively
attract and retain a high-caliber workforce and act in a
responsible and timely manner on all steps in the recruitment and
hiring process.You will strive to achieve quality products and
services and will be committed to continuous improvement.You will
develop networks, build alliances, and collaborate across
organizational boundaries to develop effective working
relationships and understand the priorities of the stakeholders and
sponsors for assigned programs.You will develop and mentor future

testing.This position may require travel from normal duty station
to CONUS and OCONUS and may include remote or isolated sites. You
must be able to travel on military and commercial aircraft for

operations and/or completion of tasks that are considered essential
to the mission designated by a local or command decision.You will
be required to complete ethics orientation within three months of

Principles of Ethical Conduct at 5 CFR 2635.101. QualificationsThis
is an interdisciplinary position and may be filled by a General
Engineer (0801-series), a Mathematician (1520-series), a
Statistician (1530-series), a Computer Scientist (1550-series), or
a Data Scientist (1560-series), depending upon the qualifications
of the candidate. Applicants in positions with occupational series
other than those listed (0801, 1520, 1530, 1550, and 1560) may

addition to the Basic Requirements for this position, your resume
must also demonstrate at least one year of specialized experience
at or equivalent to the next lower pay band, ND-04 (GS-12/13
equivalency), in the Federal service or equivalent experience in
the private or public sector. Specialized experience must
demonstrate the following: As a professional engineer,
mathematician, statistician, or scientist managing technical
operations, products, and finances to ensure alignment with
strategic objectives or initiatives for leadership development,
quality improvement, or staff management of a combat or warfare

Manual:Professional Engineering Series (08XX) - Degree: A
professional engineering degree from an ABET-accredited college or
university; OR a degree with curriculum in differential and
integral calculus, with additional courses in five of the following
seven areas of engineering science or physics: (a) statics,
dynamics; (b) strength of materials (stress-strain relationships);
(c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical
fields and circuits; (f) nature and properties of materials
(relating particle and aggregate structure to properties); and (g)
any other comparable area of fundamental engineering science or
physics, such as optics, heat transfer, soil mechanics; or
electronics; ORProfessional Engineering Series (08XX) -
Substitution of Education/Experience: A combination of education
and experience that furnished (1) a thorough knowledge of the
physical and mathematical sciences underlying professional
engineering; and (2) a good understanding, both theoretical and
practical, of the engineering sciences and techniques and their
applications to one of the branches of engineering. The adequacy of
such background must be demonstrated by one of the following: (a)
professional registration, (b) evidence of successfully passing the
Engineer-in-Training (EIT) examination; (c) successful completion
of at least 60 semester hours of courses in the physical,
mathematical, and engineering sciences and in engineering that
included the courses specified above; or (d) successful completion
of a curriculum leading to a bachelor's degree in engineering
technology or in an appropriate professional field, e.g., physics,
chemistry, architecture, computer science, mathematics, hydrology,
or geology, may be accepted in lieu of a degree in engineering
provided that it included at least 1 year of professional
engineering experience acquired under professional engineering
supervision and guidance. (Note to Applicants: Please see the

Requirements. OPM guidance indicates that there should be either an
established plan of intensive training to develop professional
engineering competence, or several years of prior professional

OR1520-Mathematics Series: A degree in mathematics; or a
combination of education and experience - courses equivalent to a
major in mathematics (including at least 24 semester hours in
mathematics), plus appropriate experience or additional education.
The total coursework described above must have included
differential and integral calculus and, in addition, four advanced
mathematics courses requiring calculus or equivalent mathematics
courses as a prerequisite; OR1530-Statistics Series: A degree: that
included 15 semester hours in statistics (or in mathematics and
statistics, provided at least 6 semester hours were in statistics),
and 9 additional semester hours in one or more of the following:
physical or biological sciences, medicine, education, or
engineering; or in the social sciences including demography,
history, economics, social welfare, geography, international
relations, social or cultural anthropology, health sociology,
political science, public administration, psychology, etc. Credit
toward meeting statistical course requirements should be given for
courses in which 50 percent of the course content appears to be
statistical methods, e.g., courses that included studies in
research methods in psychology or economics such as tests and
measurements or business cycles, or courses in methods of
processing mass statistical data such as tabulating methods or
electronic data processing; or a combination of education and
experience. The experience should have included a full range of
professional statistical work such as (a) sampling, (b) collecting,
computing, and analyzing statistical data, and (c) applying
statistical techniques such as measurement of central tendency,
dispersion, skewness, sampling error, simple and multiple
correlation, analysis of variance, and tests of significance.
OR1550-Computer Science Series: A degree in computer science; or a
degree with at least 30 semester hours in a combination of
mathematics, statistics, and computer science. At least 15 of these
30 semester hours must have been in a combination of statistics and
mathematics that included differential and integral
calculus.1560-Data Science Series: A degree in mathematics,
statistics, computer science, data science or field directly
related to the position. The degree must be in a major field of
study (at least at the baccalaureate level) that is appropriate for
the position; or a combination of education and experience; courses
equivalent to a major field of study (30 semester hours), plus
additional education or appropriate experience. Additional
