Job Description:
Summary You will serve as a TELECOMMUNICATIONS SPECIALIST in the
COMMUNICATIONS DIRECTORATE of MARINE CORPS AIR GROUND COMBAT CTR.
This announcement uses the Certain Personnel of the DoD direct hire
authority to recruit and appoint qualified candidates to positions
in the competitive service. Responsibilities You will manage and
maintain the installation's Dense Wave Division Multiplex (DWDM),
Cisco Optical Network System 15454, and proprietary transport
systems. You will perform an initial review of all new Defense
Information System Agency (DISA) and Special Data circuit
requirements. You will coordinate with customers, DISA engineers,
and with contractors to validate the technical requirements to
ensure equipment compatibility, and to make recommendations on
circuit routing and channelization. You will use various automated
Telecommunications Service Request software applications to
document and submit new circuit requirements to higher
headquarters. You will prepare justifications for new systems or
improvements to existing ones. You will serve as technical advisor
to the directorate's personnel in areas of assigned
responsibilities. You will provide technical assistance/guidance to
Commercial Service Providers for any circuits provided to the
installation by the Commercial Service Provider. You will provide
technical assistance/guidance to end users, program managers and
contracting personnel. You will conduct studies and perform
technical analysis of the installation's telecommunications
requirements in order to develop designs, technical specifications,
statements of work, manuals, and handbooks. You will monitor
contractor performance and serve in a liaison capacity between
contractors Marine Corps officials to resolve a wide variety of
problems involving critical circuits. Requirements Conditions of
Employment Qualifications Your resume must demonstrate at least one
year of specialized experience at or equivalent to the GS-09 grade
level or pay band in the Federal service or equivalent experience
in the private or public sector. Specialized experience must
demonstrate the following: provisioning, installing, and
maintaining telecommunications circuits on synchronous optical
networking and dense wave division multiplexing systems;
troubleshooting circuits on cable (i.e. copper and fiber optic)
infrastructure, and reading and updating circuit diagrams and
databases; using telecommunication tools to test circuits and cable
infrastructure (i.e. bit error rate testers, oscilloscope, digital
multi-meters, optical power meters). Additional qualification

The following education may be substituted for experience:
Successfully completed a Ph.D. or equivalent doctoral degree in
electrical or electronic engineering, mathematics, physics, public
utilities, statistics, computer science, telecommunications
management, information systems management, business
administration, industrial management, or other fields related to
the position to be filled. or Successfully completed three full
years of progressively higher level graduate education leading to a
Ph.D. or equivalent degree in electrical or electronic engineering,
mathematics, physics, public utilities, statistics, computer
science, telecommunications management, information systems
management, business administration, industrial management, or
other fields related to the position to be filled. or Successfully
completed an LL.M. degree that is related to the position being
filled.

combination of experience and education as described above that
