GENERAL PURPOSE

Under general supervision, performs a variety of professional-level duties in designing, developing, analyzing, implementing and operating a complex geographical information system and database used to generate maps, reports, files and other informational requirements of City departments, other agencies and the public; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Incumbents of this class develop, implement and support computer mapping, graphics and relational database applications and the information technology infrastructure on which these applications run to enable City departments to meet their operational and public service requirements efficiently and effectively. This job is distinguished from other classifications in the Information Services job family by its more specialized knowledge of geographic information systems software and systems applications.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Defines and analyzes user systems requirements and outputs; performs problem analysis; evaluates alternative solutions to meet user requirements.
  • Develops requirements documentation, specifying GIS-related software, applications, programming languages, tools, and hardware.
  • Translates system specifications and requirements into logical system processes; using GIS and related software and hardware in conjunction with relational database management systems, designs, programs, develops, troubleshoots, implements and documents geographic information systems and databases to produce maps, reports, files, documents, statistical analysis and other specialized user needs.
  • Performs maintenance on existing GIS applications.
  • Designs, develops and maintains GIS database management systems for use in converting conventional maps into relational databases; updates databases.
  • Provides technical support and trains users in system GIS use and applications.
  • Using GIS and related software and hardware in conjunction with relational database management systems, supports and contributes to the generation of maps, reports, files and other informational resources for use by City departments, other agencies and the public.
  • Develops and maintains City Atlases.
    QUALIFICATIONS GUIDELINES
    Knowledge of:

    Terminology, methods, practices, techniques and nomenclature of civil, mechanical and/or engineering drafting by hand and using computers; modern drafting and mapping procedures; software debugging procedures; algebra, geometry and trigonometry as applied to drafting formulas; geographic information system database design, administration, operation and quality control; GIS concepts and analytical techniques; standard systems development techniques; advanced analytical techniques using computer science and GIS technology; principles and practices of relational database design and administration; systems analysis methods and techniques.

    Ability to:

    Understand, evaluate and translate the needs of GIS users into system requirements; relate user requirements to existing technology, policies and priorities, available technology and services, operating practices and procedures, equipment and staffing requirements, costs and funding, and other supporting services required; plan, organize, integrate and complete complex relational database projects; use programming skills ARC/Info or equivalent software, as well as HTML, Coldfusion and other web development tools; exercise independent judgment within general policy guidelines; establish and maintain effective relationships with those encountered in the course of the work; communicate clearly and effectively, orally and in writing.

    Education/Training/Experience:

    A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with full accreditation status granted by an institutional or specialized accrediting body recognized by the U.S. Department of Education or the Council for Higher Education Accreditation with a degree in geographic information systems, computer science, civil engineering, or closely related field and three years of geographic information systems experience; or an equivalent combination of training and experience.

    Licenses; Certificates; Special Requirements:

    A valid Class C California driver's license and the ability to maintain insurability under the City's Vehicle Insurance Policy.
